- Click Start > Run, then type “gpedit.msc”. This will open Group Policy window.
- Click Local Computer Policy > Computer Configuration > Administrative Templates > Network > QOS Packet Scheduler.
- Double click Limit reservable bandwidth on the right side of Group Policy window. This will popup Limit reservable bandwidth Properties window. It will say it is not configured, but the truth is under the Explain tab.
- So the trick is to enable reservable bandwidth (choose Enable radio button), then set it to ZERO. This will allow the system to reserve nothing, rather than the default 20%. After that click Apply button, and Ok button.
